RUSSELLVILLE, Ark. — The Russellville School Board will consider a resolution involving longtime district vendors, review its annual report and recognize several student accomplishments during its regular meeting Tuesday, Oct. 20.

Among the business items is a resolution addressing the district’s continued purchasing relationships with companies owned or operated by board member Luke Duffield.

The district has purchased construction materials and other goods and services from Duffield’s businesses for several years. District officials say the companies have been the only bidders on some projects or have submitted bids substantially lower than competitors.

The resolution identifies six businesses in which Duffield has a financial interest: Duffield Gravel Co., Blackstone Construction Co., Mobley Ready Mix, Duffield Holdings, Old Bank Restaurant and Redpointe Restaurant.

The proposed action would formally document those business relationships, the district’s justification for the purchases and the requirements governing transactions involving school board members under Arkansas law.

The district says it has considered competitive pricing, availability of other vendors and its operational needs when evaluating the purchases. Supporting bid records and pricing comparisons would be maintained, and transactions requiring independent approval would be submitted to the Arkansas Commissioner of Elementary and Secondary Education.

The business relationships were discussed during Duffield’s appointment process earlier this year, when board members raised questions about conflict-of-interest requirements and their potential impact on district purchasing. Duffield said at the time that he believed the relationships could be appropriately managed through competitive bidding, disclosure and recusal from relevant votes.

Duffield was appointed to the board by the Pope County Quorum Court in July.

Theatre students plan New York trip

Board members will also consider a travel request for approximately 20 Russellville High School theatre students hoping to visit New York City next summer.

The students would participate in the Broadway Spotlight Tour from July 5–9, 2027, attending three Broadway productions and two professional theatre workshops.

The experience is intended to give students a closer look at professional theatre and opportunities to learn from people working in the industry.

The trip would be funded through the Thespian activity account, fundraising efforts and individual payment plans.

Student achievements and district updates

Tuesday’s meeting will also feature several student and staff recognitions.

The district plans to recognize its National Merit semifinalists, the Class 5A golf state champions and students and employees selected for district honors.

Board members will hear the district’s annual report to patrons and an academic success presentation.

The board will also receive its third-period financial reports and consider personnel recommendations, including resignations, transfers, employment recommendations and additional stipends.

The Russellville School Board meets Tuesday, Oct. 20, at 5 p.m. in the boardroom at Russellville High School, 2203 S. Knoxville Ave.
