A motorcycle chase through Pottsville and Atkins, stolen power tools turning up for sale on Facebook Marketplace, and a man who told police to run his very ‘not stolen’ handgun — only for a police records check to say otherwise. Those are just a few of the cases in the latest round of felony filings in Pope County Circuit Court.

From thefts and family disputes to drug offenses and high-speed pursuits, here’s a look at the charges and the stories behind them.

Ryan Davis

Ryan Davis, 37, of Havana was charged October 16  following a September 20 disturbance on East O Street in Russellville.

According to a Russellville Police Department affidavit, officers responded to the residence around 11:12 a.m. and found a woman with a gash on her leg and requested EMS.

The woman told police Davis shoved her, causing her to fall and injure her leg. A witness also told officers she saw Davis shove the woman into the bar area, where she fell between a recliner and barstools.

Davis denied pushing the woman, telling investigators she had pulled and broken his necklace, bumped into his chest and apparently tripped in the confined space.

Prosecutors filed a Class D felony charge of third-degree domestic battering. An arrest warrant was issued October 21.

Jordan Overton

Jordan Overton, 22, of Benton was charged October 16  with felony fleeing in a vehicle and misdemeanor reckless driving following a motorcycle pursuit through Pottsville and Atkins.

According to a Pottsville Police affidavit, the pursuit began around 7:30 p.m. on September 27 when an officer traveling eastbound on Butterfield Stagecoach Bypass spotted a red motorcycle speeding past near Apache Drive. The officer activated his emergency lights and siren, but the motorcycle accelerated toward U.S. Highway 64 instead of stopping.

The pursuit continued east on Highway 64 toward Atkins, with the motorcycle passing other vehicles along the way. A Pope County deputy joined the pursuit and kept the motorcycle in sight as it entered Atkins. The motorcycle traveled onto North Church Street, then Northeast First Street, before officers attempted to block its path near Avenue 4 NE and NE Eighth Street.

A deputy deployed a Taser, causing Overton and the motorcycle to fall to the ground. Overton was taken into custody and transported to Saint Mary’s Regional Medical Center because a Taser probe was lodged in his neck. After receiving medical clearance, he was transported to the Pope County Detention Center.

Overton’s bond was set at $3,500 cash only. As a condition of release, he was prohibited from operating a motorcycle. He was released on bond on September 28.

Matthew Milnikel

Matthew Paul Milnikel, 41, of Dover was charged October 21  with five counts of distributing, possessing or viewing matter depicting sexually explicit conduct involving a child.

According to the criminal information, the alleged offenses occurred August 12, 2026. The supporting affidavit was filed by a special agent on October 21, but the investigative details were redacted from the publicly available court documents.

An arrest warrant was issued October 22.

Drake Rickerson

Drake Cordero Rickerson, 33, of New Blaine was charged October 21  with two felonies and three misdemeanors following an October 1 pursuit through Russellville that reached speeds of 95 mph and ended near the Russellville Police Department.

According to an affidavit, the pursuit began when a trooper attempted to stop a blue Chevrolet Tahoe on Highway 124.

The driver initially continued at a slow speed before accelerating through a red light at East Parkway, reaching 75 mph and driving into oncoming traffic. The Tahoe continued west on Highway 64, running another red light and reaching 95 mph near North Knoxville Avenue.

The trooper attempted to stop the vehicle using a tactical vehicle intervention, but the Tahoe braked, causing the patrol car to strike its rear bumper. The pursuit continued south on Highway 7, then through residential streets along Detroit Avenue, where Rickerson allegedly ran multiple stop signs and drove onto a sidewalk to avoid a Russellville police unit.

Near East Parkway and Detroit Avenue, the Tahoe spun around, and the trooper attempted to block it. Rickerson continued fleeing, eventually driving the wrong way through the roundabout at East H Street and crossing North Arkansas Avenue.

The pursuit ended near West H Street and El Paso Avenue, where the trooper successfully disabled the Tahoe. Rickerson and a passenger were taken into custody. The passenger was released without charges.

Investigators reported finding approximately 12 grams of suspected marijuana in Rickerson’s shoulder bag. Damage to the State Police patrol vehicle was estimated at $9,989.

Rickerson faces the following charges:

  • Felony fleeing in a vehicle creating substantial danger of death or serious injury
  • First-degree criminal mischief involving damage between $5,000 and $25,000
  • Reckless driving
  • Refusal to submit to arrest
  • Possession of a controlled substance

Prosecutors are also seeking habitual-offender sentencing, alleging Rickerson has at least 10 prior felony convictions.

His bond was set at $3,500 cash only, with conditions prohibiting him from operating a motor vehicle.

Kyle Kemp

Kyle Kemp, 31, was charged October 22  with second-degree battery following a September domestic disturbance involving his mother in Russellville.

According to a Russellville Police Department affidavit, officers responded on September 26 to the area of North Sidney Avenue and Russell Road, where Kemp told police he and his mother had been arguing throughout the previous week.

Both he and his mother had injuries and claimed to have been hit by the other person. The mother was taken to Saint Mary’s Regional Medical Center, where doctors found fractures to her orbital and cheekbones, according to an affidavit.

Both were initially arrested for third-degree domestic battery. His mother was cited and released, while Kemp was taken to the Pope County Detention Center.

His bond was set at $3,500 cash only, with orders prohibiting contact with his mother, members of her household or her residence.

Samuel Cook

Samuel Dean Cook, 37, of Hector was charged October 22  with second-degree domestic battering, second-degree endangering the welfare of a minor and third-degree assault on a family or household member.

According to a Pope County Sheriff’s Office affidavit, the charges stem from a September 15 domestic disturbance involving Cook and several family members on Welcome Home Road.

A deputy arriving at the residence found Cook on his knees over his father, holding the man’s shoulders against the ground. When the deputy ordered Cook to get off his father, he refused, prompting the deputy to physically pull him away.

Cook’s father told the deputy that his son had pushed him off the steps leading to the front door. The deputy observed two red welts on the man’s face, blood on his forehead and a small cut on the right side of his face.

A witness told investigators the confrontation began when Cook prevented a woman and a juvenile from leaving through the home’s front door. After eventually moving away from the doorway, Cook allegedly pushed the woman in the back, shoved his father off the steps and punched him repeatedly before pinning him to the ground.

Cook’s bond was set at $2,000 cash only, with conditions prohibiting contact with specified family members, their households or their residence.

Lindsey Willard-Smith

Lindsey Nicole Willard-Smith, 19, of Black Rock was charged October 22  with theft of property valued between $1,000 and $5,000).

According to a Pope County Sheriff’s Office affidavit, the charge stems from a September 19 incident in which a man discovered his car missing after waking up around 7 a.m.

The man told investigators Willard-Smith had mentioned using the vehicle to make a trip to Dollar General for cigarettes. When he discovered the car missing, he was told Willard-Smith had taken it and that he could retrieve it from a residence on Wye Mountain in Perry County.

An arrest warrant was issued October 22.

Shawn Fisk

Shawn Fisk, 48, was charged October 22  with theft of property valued between $1,000 and $5,000, unauthorized use of a vehicle and possession of drug paraphernalia.

According to a Russellville Police Department affidavit, officers responded to the Park Motel on September 18 after a woman reported that Fisk had stolen her black 2008 Buick Enclave.

The woman told investigators Fisk had contacted her through Facebook Messenger after taking the vehicle, apologizing and insisting he had only intended to borrow it. Over the next several days, he repeatedly promised to return the Buick but never did.

On September 30, Clarksville police stopped the stolen vehicle and identified Fisk as the driver. He was arrested and transported to the Johnson County Detention Center.

An arrest warrant was issued October 22.

Marcus Cook

Marcus Cook, 29, was charged October 22 with first-degree terroristic threatening and disorderly conduct following a disturbance at a Russellville motel.

According to a Russellville Police Department affidavit, officers responded to the Budget Inn at around 2:45 a.m. on September 19 after receiving a report of a disturbance involving a knife.

Cook’s wife told police he had awakened her while she was sleeping, yelled and cursed at her, and aggressively struck the walls of their motel room. The commotion woke their two children and disturbed guests in the neighboring room.

When a neighboring guest confronted Cook and told him to quiet down and leave his wife and children alone, Cook allegedly pulled out a small folding pocketknife, opened the blade and threatened to stab the man while walking toward him.

According to the affidavit, Cook left the motel when he noticed another guest calling police. Officers spotted his maroon passenger car on Arkansas Avenue, where they stopped him.

Police recovered a small folding pocketknife matching the witnesses’ description and arrested Cook.

His bond was set at $1,000 cash only, with conditions prohibiting contact with specified individuals and their households.

Nikki Jackson

Nikki Roxanne Jackson, 41, was charged October 22 with theft of property valued between $1,000 and $5,000 following a September 18 reported vehicle theft.

A woman told police she was sitting in her parked car while a juvenile visited family members inside a residence on South Detroit Avenue in Russellville. Jackson allegedly climbed into the passenger seat and insisted she needed to talk. The woman repeatedly told Jackson to get out, but she refused.

Unable to get Jackson out of the car, the woman stepped outside to seek help. Jackson allegedly slid into the driver’s seat and drove away, taking the woman’s purse, Samsung cellphone and approximately $190 in cash.

A juvenile witness also told police Jackson threatened the woman as she left, saying she would find her one day and “it’s not going to be good.”

Around 4:50 p.m., authorities spotted the vehicle near South Elmira Avenue and East 17th Street. Pottsville police subsequently stopped it near Jordan’s gas station and identified Jackson as the driver.

Prosecutors are also seeking habitual-offender sentencing, citing eight prior felony convictions.

Jackson’s bond was set at $500 cash only, with conditions prohibiting contact with the woman, her family or household members, or her residence.

Colin Looper

Colin F. Looper, 33, was charged October 22 with theft of property valued between $1,000 and $5,000 and possession of drug paraphernalia following a series of alleged thefts from Atwood’s in Russellville.

According to a Russellville Police Department affidavit, officers responded to Atwood’s on September 24 after employees discovered several empty Milwaukee power tool boxes on store shelves.

Employees reviewed surveillance footage and identified a man who allegedly visited the store three times between September 20 and September 22. They told investigators the man used a shirt in his shopping cart to conceal merchandise before removing tools from their packaging and hiding them in his shorts.

The missing merchandise included four Milwaukee half-inch impact wrenches, a right-angle impact wrench and an undetermined amount of ammunition, according to the affidavit.

Investigators later discovered Facebook Marketplace listings under the name “Jordan Looper” advertising Milwaukee tools for sale. The serial number visible in one listing matched an empty box recovered from Atwood’s.

Detectives arranged to meet Looper to purchase the merchandise. He arrived at Shell North in a silver Cadillac SUV matching the vehicle captured on the store’s surveillance cameras.

Police detained Looper and searched the SUV, recovering several Milwaukee tools, ammunition and a glass pipe containing suspected methamphetamine.

Looper’s bond was set at $750 cash only, with conditions prohibiting contact with Atwood’s.

Willie Treadway Jr.

Willie K. Treadway Jr., 20, was charged October 22 with first-degree terroristic threatening and theft by receiving a stolen firearm.

According to a Russellville Police Department affidavit, officers responded to a disturbance on Parker Road at around 2:12 p.m. on October 6. While speaking with Treadway, an officer noticed a handgun magazine protruding from his pocket.

Treadway allowed the officer to examine the 9mm Glock 17M and told him to “run it, it’s not stolen.” A records check revealed the firearm had been reported stolen out of Benton.

Treadway was also a suspect in an altercation earlier that day.

According to the affidavit, Treadway began arguing with the man, went inside the residence to retrieve a handgun and returned outside, where the confrontation continued. Treadway allegedly partially pulled the handgun from his pocket, ejected a live round and tossed it toward the man, telling him, “This is for you.”

His bond was set at $1,000 cash only, with conditions prohibiting contact with the man involved in the confrontation.

Eddie McClendon

Eddie L. McClendon, 60, of Little Rock was charged October 22 with theft of property, possession of drug paraphernalia and hindering apprehension or prosecution.

According to a Russellville Police Department affidavit, officers responded to Walmart on October 4 after employees reported that McClendon had placed two electric scooters in a shopping cart and exited through the hardware department’s fire exit.

When questioned, McClendon allegedly gave officers a false name before eventually providing his real identity after being arrested.

During a search, police found a glass smoking pipe in his right front pocket. When asked what he smoked with the device, McClendon reportedly replied, “crack.”

Court documents also allege McClendon is a habitual offender with eight prior felony convictions.

McClendon’s bond was initially set at $1,200 cash only. An October 9 court order reduced that amount to $300 cash and directed his release, allowing him until November 16 to pay the bond.
